Legal Requirements
Under the Regulatory Reform (Fire Safety) Order 2005
(RRO/FSO), the Responsible Person must:
- Provide appropriate firefighting equipment
- Ensure equipment is maintained in good working order
- Carry out regular fire risk assessments
- Keep records of all maintenance and testing
- Ensure staff are trained in equipment use
Responsibilities
The "Responsible Person" (employer, building owner, or occupier) has specific duties:
- Appoint competent persons to assist with fire safety
- Provide suitable fire extinguishers for the risks present
- Ensure extinguishers are correctly located and accessible
- Arrange for regular maintenance by competent persons
- Keep maintenance records for inspection by authorities
Standards & Compliance
Fire extinguishers must comply with British Standards:
- BS 5306-3:2017 - Fire extinguisher maintenance
BS 5306-8:2023 - Selection, positioning, and commissioning
BS EN 3-7:2004+A1:2007 - Portable extinguisher characteristics and performance
All maintenance and commissioning work must be carried out by a UKAS-accredited third-party certificated organisation (e.g., BAFE SP101 or equivalent) to demonstrate compliance with Article 17 of the Regulatory Reform (Fire Safety) Order 2005.

Extended Service
Five-yearly extended service of portable fire extinguishers in accordance with BS 5306-3:2020.
Overhaul / Replacement
Every 10 years for COâ‚‚ extinguishers (hydrostatic pressure test). Most extinguishers require replacement after 20 years.
